(incl. the environment of networks and regions). The coordinates are three
major processes: work, learning and management; each of these is
related to its wider context: labour market, education system and
business. The outer circle depicts the key actors involved in the
major processes: workers/'human resources', professionals/ trainers, and
managers/ social partners. The inner circle shows the offers made
by the key actors in the major processes: competences/ skills and knowledge;
pedagogical means; incentives.
