Government sources: When it comes to development work within VET/HRD, the Ministry of Education and Research has particular institutes (such as for example VOX and NOU, seesection 1) through which it channels funding towards various projects and initiatives in the private and public sectors. The Norwegian Directorate for Education and Training (DET) functions as the executive organ for the Ministry of Education. Besides development, various evaluation work, surveys and monitoring are carried out through DET.

For research within VET/HRD the most important national funding source is the government through the Norwegian Research Council (NRC). Although the NRC is administered under the Ministry of Education and Research, all Norwegian ministries are responsible for contributing to funding of research. 

Although funding programmes are targeted to working life and working life development in general, in regard to learning and development of skills and competence (VET/HRD research), the major governmental programmes at the moment focus on CVET among personnel at schools as well as on teacher training and school development. 

Other funding and support: Apart from the biggest companies, for example those in oil industry, enterprises and other working life organisations have not been too keen to invest in R&D within VET/HRD in Norway. However, there are some indications of an increased interest in HRD. It is also a strategic priority for the government and the NRC to stimulate industries to further investments in R&D in Norway, as this tends to be on a lower level than for example in other Nordic countries. Generally speaking, however, it is hard to get a coherent picture of the private support for skills development and HRD-research in private and public organisations, because this field tends to be rather scattered. When it comes to development work, another reason is that most of the projects are carried out by various consultants.
