The main institutions that coordinate the policies related to education, training, innovation and human resources development are the Ministries of Science, Innovation and Higher Education; of Education and of Labour and Social Solidarity (all located in Lisbon). The Ministry of Economy and Innovation is responsible for the Technological Plan.

Within the scope of those ministries there are several institutions that implement VET/HRD research:

  • Institute of Employment and Vocational Training (Instituto do Emprego e Formação Profissional  - IEFP), carries out diverse projects related to employment and vocational training - http://www.iefp.pt

  • Institute for Quality in Training (Instituto para a Qualidade na Formação - IQF) promotes, through research, the innovation in the domains of training, human resources organisation and management - http://www.iqf.gov.pt

  • Bureau for Information and Evaluation of the Education System (Gabinete de Informação e Avaliação do Sistema Educativo - GIASE), carries out strategic planning and prospective studies - http://www.giase.min-edu.pt/_en/educationSystem.htm
The universities and their research centres also develop research in the field of VET/HRD, namely the Faculties of Sciences and Technology; Sciences of Education; Social and Human Sciences:

  • CIDEC (Centro Interdisciplinar de Estudos Económicos) - to promote research on the field of Social Sciences. http://www.cidec.pt/
