The funding framework is strongly connected with the institutional one. 

Most funds are public money, coming from the national budget or other public sources:

  • The Ministry of Education and Research is funding IES, Universities, research units, national agencies.
  • The Ministry of Labour and Social Solidarity is funding the National Research Centre on Labour and Social Protection Issues.
  • The National Agency for Employment is financed from the Unemployment fund, a small part of its activities being contracted with external providers, under the legal requirements.
  • The National Council for Financing University Education is funding research and development run by universities, a very small part being related to VET/HRD. 
European & International programmes have projects and/or components dedicated to VET/HRD research, coming under specific requirements from their respective sources: Leonardo da Vinci, Socrates, Youth for Europe, Phare, ETF, Sapard, PNUD, ILO, UNESCO, USAID, CIDA, Matra, GTZ, etc.

Some isolated initiatives of training providers, big companies, NGOs are funded from private money.
